Creating a budget for the school district is a complex task involving a multitude of resources and information. Suggestions and recommendations for expenditures are obtained from the School Board and the District Accountability Committee, building principals, supervisors, staff, and community members. The revenue information is provided by the Colorado Department of Education using information that the school district provides on enrollment trends and the assessed valuation for the District.
All of this information is reviewed and compiled into a balanced preliminary budget. As with all budgets, this is a guideline for the district and is subject to changes over the year as there are changes in funding streams, grants may be obtained, personnel and the needs of the district may change. As much as possible the guidelines in the budget are adhered to so that there will not be any necessity to use any portion of the beginning fund balances. Some fund balances begin at zero and the fund is depleted on a year to year basis. Other funds; such as the General Fund have a beginning fund balance at a constant amount to help carry the District through the months when the cash flow is nominal.
Major sources of revenue are state equalization payments received on a monthly basis from the Colorado Department of Education and the tax disbursement received from the Teller County Treasurer. Other revenue sources may include revenue earnings, sale of property or equipment and grants.
This year will bring an additional challenge as we witness a radical drop in state revenue. We are confident however, that we will still maintain our mission statement of “Achieving Excellence, One Student at a Time.”
